It’s pretty simple, fundamental rights protected by the constitution are not subject to what the rest of the world or other states stats say.

The US has the largest per capita gun ownership in the world. Washington state has a per capital ownership of 19.38 per 1,000. One might argue that the NRA gun owners have an ENOUGH problem where there's never enough.

WA Passes Permit to Purchase law
To be enacted a. Law that requires a person to get government approval to exercise both a (federal an state) Constitutional Right to own and bear arms. HB 1163 will require you to get the States permission to purchase a firearm of any kind after you have taken a firearms safety training course, that you have to pay for, that the state does not have in place so you can, demonstrate proficiency with that firearm, that you don't own yet, pay for a state background check in addition to the federal background check that you also have to pay for.
All under the premise that this will keep guns out of the hands of the criminals that we all know obey laws.
This new law takes effect in 2026 so if anyone wants to add to their collection do it before this takes effect
Additionally should you be the holder of a CWP you are also going to have to take said training and show proficiency with firearm you carry. Granted a person should have firearms training and be proficient with a firearm but the way this is, it is nigh on impossible for a first-time gun purchaser to meet these requirements not to mention probably unconstitutional, which will undoubtedly be challenged in court
