Manipulating that stuff and getting away with it is much, much, much harder than just grabbing a copy of the data.
If you could do manipulation like that you could also just go increase your bank account balances with the same techniques and be able to get away with it.

I personally have a hard time figuring out what they'd want to do with all that data and how they would manage to put it to practical use. Most of those datasets are both very large and very dirty, and it would take an enormous and expensive effort to clean up that data enough to use it for anything useful.
Having said that, my fear is that multiple critical information systems ran by the federal government have been inadvertently compromised by DOGE. The problem is that there are potentially thousands of such systems and if one of them was, even today, completely trashed and out of service we might not notice yet. And even if people in the know were screaming to journalists or elected officials about what had happened it can be very hard to cogently explain to non-technical people why some weird server ran by some obscure government office is critical and why anyone should care about it. Especially when there is so much crazy news every day.
I'd say the best bet when looking for those failures are Treasury and Commerce, but Transportation, Energy, and Health and Human Services are also good candidates too. As far as I know they haven't ran roughshod over Defense or the Intelligence Community, although if they had that could be Really Bad.
