This isn't at all a new thing.
William Knudsen, CEO of General Motors, was directly commissioned a Lieutenant General at the start of WWII by the Roosevelt Administration:

I think the much more worrying question is, "Why those four individuals, and why do it right now?" None of the plausible answers are very comforting. I think the most plausible explanation is that some senior individuals in the military think we are going to fight a war very soon, and that we are badly prepared and a lot of our existing military tech is not suitable for the war we are likely to be fighting.
A very slightly less scary possibility is that we are in the early phases of an AI arms race.
