New proposition for next election cycle

I'd like to propose that we get a petition going to place a ballot measure that forever exempts this Valley School District from establishing a Metropolitan Park District park district.
That can be done in two ways. one would be to include the towns of Twisp and Winthrop in that proposition.
Or
Exclude the towns of Twisp and Winthrop from that proposition.
